Admiral P. I. Eluma attended Govt School Agbor and Methodist High School Okitikpukpa, between 1953 and 1966. He enlisted into the Nigerian Defense Academy Kaduna as a Cadet Officer in 1968, after a brief stint with Post and Telegraph Department (P&T) Headquarters as account officer with the pay roll section in Lagos.
During his NAVAL Training, he had the opportunity of studying in the United Kingdom and India.
He attended the Maritime Technical Courses at the INDIA NAVAL SHIP, (INS) Venduruthy, Cochin – 4, India (1971 – 1972)
He attended School of Maritime Operations, HMS DRYAD, FORT SOUTHWICK, ENGLAND between (1974 – 1975) and (1979 – 1980) respectively.
He attended the Command and staff College Jaji 1981 – 1982 for (Psc) Pass Staff College Certificate.
Directing Staff , Command and Staff College Jaji (1983 – 1985) and Deputy Defense Adviser, Nigerian High Commission, London (1985 – 1988), Chief Staff Officer (CSO) Western Naval Command (1993 – 1994)
Chief Staff (CSO) Western Naval Command 1994 – 1996.
He attended the NATIONAL INSTITUTE OF STRATEGIC STUDIES KURU, Near JOS, where he was awarded the prestigious (MNI) Member of the Institute in 1992.
Chief (Admiral) Peter I. Eluma attended School of MARITIME OPERATIONS, HMS DRYAD FORT SOUTHWICK ENGLAND for the
MARITIME NAVIGATION CERTIFICATE COURSE AND WARFARE SPECIALIST CERTIFICATE (PWO) between (1974 – 1975) and (1979 – 1980) respectively.
The Admiral held various positions vis:
(a) Commanding Officer YOLA – 1973 – 1974.
(b) Commanding Officer EKPE and Squadron Commander, Squadron (1982 – 1983, making him the FIRST Ika indigene in the Nigeria Navy to command a Missile Boat Squadron
High Chief (Rear Admiral) Peter I. Eluma was the Commanding Officer NNS QUORRA (Training Base – 1988 – 1990, Commanding Officer NNS UMALOKU (OPS.) Base – 1990 – 1992. Deputy Defense Adviser, Nigerian High Commission, London (1985 -1988), Chief Staff Officer (CSO) Western Naval Command (1993 – 1994), Chief of Operation, Naval Headquarter, Ministry of Defense (1994 – 1996).
He was Deputy Commandant, National War College Abuja, until his retirement in 1997.
Rear Admiral Peter Eluma (rtd) a native of Agbor Kingdom in Ika South LGA, Delta State is the FIRST Ika Person to attain the Rank of Rear Admiral in the Nigerian Navy
